Surveying and inspecting project for post-market chemicals, 2019

This project concentrates on (A) surveying and inspecting for post-market chemicals, (B) inspecting the toxic chemical substances on online shopping platforms and propagandizing prohibition of selling and buying toxic chemical substances online, (C) holding conferences and activities for border management, and (D) holding safety promotion activities. We have surveyed and inspected 276 manufacturers and importers of toxic chemical substances, new and existing chemical substances, Import Regulation Code 801-5 or 837-6,and from Inter-ministerial Chemicals Information Service Platform, not only review their regulatory compliance but also investigate the appearances, uses, and final products of chemicals. As well as the distribution of their downstream was traced to complete the chemicals supply-chain. The inspection results will provide feedback to current regulations and systems as references for amendments in the future. For the network checking, we do key word searching on 5 domestic online shopping platforms plus 2 well-known oversea online shopping platforms every day, and advised the seller who selling doubtful chemicals or goods to discontinue on the website. To implement the new rule of prohibition of buying and selling of toxic and concerned chemical substances through electronic trading platforms that added in Toxic and Concerned Chemical Substances Control Act, we proactively invited platforms’ operators to take part in 2 seminars and provided them the controlled chemical substances list, including Chinese name, English name and common names for self-checking before the commodity is going to sell online. In the meantime, we suggested operators to establish a management system of self-checking such as using of notice windows to remind seller, having an independent chemical category, and avoid using of undistinguishable words, or people who are unfamiliar with the rule will face the penalty when it puts into effect. The manufacturers or importers of the toxic chemical substances have to apply to the municipal or prefecture (city) competent authority for a permit. Besides, the importers also need to comply with regulations from the Custom Administration, Ministry of Finance for border management. Therefore, we held 7 conferences and related activities for interdepartmental coordination of border management in order to further understand the workflow of customs. We invited the Custom Administration to teach lessons and share experiences, which involves tariff classification, customs clearance procedure, and movement of bonded warehouse about chemicals. Moreover, we visited primary customs across Taiwan in order to further understand the workflow of customs. To this end, we will propose the principle of cooperation for border management. In addition, as citizens lack the knowledge of chemical safety currently, 45 safety promotion activities were done and had 6,082 elementary school students participated, in the hope of giving the correct basic chemical safety knowledge and teaching the information of chemicals on labels and packages when they are young, which is the practice of risk communication in national chemicals management policy.
